One of the major changes in ISO 19011 Guidelines for Auditing Management Systems (2011) is the concentration on internal auditing, especially the creation of an internal audit program.   Many organizations send someone to an auditor-training class, assign that person to conduct audits, and call that the audit program.  While most registrars accept this practice, it provides little value to the organization.   ISO 19011provides guidance on how to integrate the audit program with the management system, including hazardous materials management, starting with the alignment of system objectives, audit program objectives, and individual audit objectives.

Topics include

Determining the extent of the audit programme

Competence of the person managing the audit programme

Identifying and evaluating audit programme risks

Establishing procedures for the audit programme

Defining the objectives, scope and criteria for an individual audit

            Selecting the audit methods

            Selecting the audit team members

Assigning responsibility for an individual audit to the audit team leader

            Managing the audit programme outcome

Managing and maintaining audit programme records

            Monitoring the audit programme

Reviewing and improving the audit programme.

The presentation will describe how every one of the above topics can be applied to the evaluation of an organization’s management of hazardous materials.
