Role of Ground Staff as First Responders during Emergency Situations and their Preparedness; an Indian Scenario

First responder or one may call incident commander is the senior most person in terms of his designation and accountability present at the emergency site. It does not mean that he is well trained and equipped in terms of knowledge , technical and intellectual capabilities. But he will be the first person to handle or to react to emergencies. The understanding of seriousness and magnitude of disaster depends on his analysing and understanding ability and comprehensive approach  to the situation with right perception.  It can be very well be related to PIEV theory and the decision he is going to take depends on his response level and exposure to similar situations in the past . The response depends on the gravity of situation, intensity and the prediction of the possible damages viz., risk to life, assets, comprehensive impact that the accident is going to have on the , environment. Effective communication, networking of resources and appropriate action is the one which will reduce the degree of damages. An effort is made here  to document the real incidences and good decisions taken by the emergency response team.
