e-Manifest and Other Hot Topics in RCRA

RCRA is a “cradle-to-grave” tracking system for hazardous waste, and the mechanism used for tracking is the hazardous waste manifest. The system has worked well for 38 years, but a paper-only tracking system has become antiquated. In 2012, Congress passed a law requiring EPA to develop an electronic hazardous waste manifest system. The agency plans to launch the new system on June 30, 2018.

In this presentation, we will summarize the rules EPA has issued to establish the e-manifest system and provide an update on how implementation is proceeding. We’ll also discuss two other significant rules EPA is working on, one that would regulate waste aerosol cans as universal waste, and another that would establish a new set of regulations for managing waste pharmaceutical products from the healthcare industry.

As we discuss these new initiatives, we’ll explain the background and provide context to help people get a better understanding of the rules. We’ll provide plenty of detail and at the same time help people focus on the key concepts needed to ensure compliance. We’ll share practical insights derived from years of tracking these regulations and hundreds of conversations with the people that drive compliance in their organizations.
