New Jersey’s Site Remediation Reform Act (SRRA), enacted in 2009, made sweeping changes to the way sites are remediated in the Garden State. SRRA established the affirmative obligation for responsible parties to clean up contaminated sites in a timely fashion. Under SRRA, the Licensed Site Remediation Professional (LSRP) program was created allowing remediation professionals, licensed by the state, to conduct remediation activities at contaminated sites and sign off on the clean ups. Effective May 7, 2012, when the LSRP program was fully implemented, LSRPs have replaced New Jersey Department of Environmental Protection (NJDEP) Case Managers in overseeing the investigation and remediation of Site Remediation Program sites across New Jersey, “freeing up” NJDEP personnel to focus on compliance and enforcement.
The LSRP program was initially presented at the AHMP conference in August 2011. Since that time, the program has helped dramatically reduce the number of contaminated sites in New Jersey and has strengthened a partnership between the NJDEP and regulated community. This presentation will provide the background and an update on the LSRP program and related information.
