TCE Degreasing Risk Reduction Activities under TSCA

EPA is initiating two proposed rulemakings under Section 6 of the Toxic Substances Control Act (TSCA) to address the risks posed by trichloroethylene (TCE) in vapor degreasing, aerosol degreasing, and as a spotting agent in dry cleaning. In 2014, EPA issued a TSCA Work Plan chemical risk assessment for this chemical, and identified risks of concern to workers, near-field occupational non-users, and consumers. These risks include effects from acute and chronic inhalation exposures that can result in harm to a developing fetus. Additionally, TCE is carcinogenic to humans by all routes of exposure. High acute concentrations of TCE vapors can irritate the respiratory system and skin and induce central nervous system effects such as light-headedness, drowsiness, and headaches. Repeated or prolonged exposure to TCE has been associated with effects in the liver, kidneys, immune system, central nervous system. These rulemakings will propose requirements to protect consumers and workers from the unreasonable risks posed by TCE for these degreasing and dry cleaning uses. In taking this action, EPA has been seeking public input to help inform the development of the action. EPA plans to release its two proposed rules before the end of 2016 for public comment and review. Relatedly, in 2016 EPA is also finalizing a significant new use rule proposed in 2015 that requires notification to EPA before certain new consumer uses of TCE would begin or resume.
