SSM SIP Call to Remove Affirmative Defense Provisions.

The US EPA has issued a finding that certain SIP provisions in 36 states (total of 45 statewide and local jurisdictions) are inadequate with regard to excess emissions during periods of startup, shutdown or malfunction.  EPA is establishing a due date for states subject to this SIP call and issuing an SSM Policy to provide guidance to states.
