Biographical Sketch:
Ms. M. Patricia Buley is the Acting Executive Director and Senior Manager of Credentials at the Institute of Hazardous Materials Management (IHMM). She directs programs that provide credentials to hazardous materials and dangerous goods professionals. Patricia manages day-to-day operations, staff, consultants, and the Certification and Recertification Programs to maintain relevant accreditations with ANSI/ISO/IEC 17024, the International Standard for Personnel Certification Programs and the Council of Engineering and Scientific Specialty Boards (CESB). Patricia also manages IHMM’s test development activities and works closely with subject matter experts (SMEs) and psychometric consultants on job/task analysis, blueprint development, and exam development activities. She is Managing Editor of IHMM Today, an online newsletter that she started in 2011, and has authored numerous articles and interviewed certificants for the Spotlight feature. Before joining the institute, Patricia worked at the American Chemistry Council for 13 years in different capacities. She worked seven years at CHEMTREC which serves as a round-the-clock resource for obtaining immediate critical response information for incidents involving hazardous materials and dangerous goods. While at CHEMTREC, she pioneered their translation services program. Patricia is active in several professional associations, including ASAE, the Council of Engineering & Scientific Specialty Boards Accreditation Committee, Certification Network Group, and the Institute for Credentialing Excellence. Patricia received her Bachelor of Arts degree in International Relations and Latin American Studies from George Mason University. She is bilingual in Spanish. Patricia is currently enrolled in the Institute for Organizational Management pursuing her CAE certification.
