Biographical Sketch: Frank is a graduate of the University of Mississippi with a degree in Chemical Engineering. He also has a Law Degree from the University of Houston. Frank has worked in the Environmental Compliance Arena in the Chemical Industry for Conoco and now Shell Chemicals, the Refining and Lubricants Business for Pennzoil and Shell and as Environmental Manager for the Jiffy Lube Organization. He has an extensive background with Pennzoil and Quaker State’s legacy Properties that Shell now owns. He supported the two refineries Pennzoil had in Pennsylvania in the 1990’s as well as a crude gathering system in West Virginia and Pennsylvania (Eureka Pipeline & National Transit) and all of the Lubricant packaging plants and distribution centers in the North East area (WV, OH, PA, NY& NJ). The Past 6 years Frank has worked in Shell Upstream in Exploration and Production. He provided Environmental Support for Shell’s Oil Shale Project in Colorado the first 3 years in E &P. He provided environmental support for new business development the following year - including evaluating potential prospects in the Eagle Ford and Marcellus Shale. He has provided Sustainable Development/Stakeholder relations support for Shell’s Haynesville, EagleFord and Marcellus Shale projects across the US. And finally, he is the Sr. Environmental Advisor for Shell's potential Ethane Cracker project in the Pittsburgh area.
