City of Austin - Goodwin Site Brownfield Revitalization Project

In November 2012, the owners of the Goodwin Site received a “No Further Action” letter from the Texas Commission on Environmental Quality (TCEQ) Voluntary Cleanup Program (VCP) which meant the development of the nation’s first Net-Zero affordable housing subdivision could commence. It will contain a zero annual energy consumption plan to include energy efficiency and renewable energy. The site will have a bio-filtration pond to assist with water quality management, an on-site community center (Jeremiah Program) with after school and summer youth programs as well as paid college tuition for single females with children. 

The Goodwin Brownfield Revitalization Project was successful in the assessment and cleanup of a community liability with the goal of building the nation’s first Net-Zero affordable housing subdivision. This presentation will discuss the partnership between the Guadalupe-Saldana Development Corporation (GSDC), a non-profit who initially purchased the property and the City of Austin’s Brownfields Revitalization Office, as well as detail the assessment and remediation work that was conducted. Finally, the presentation will detail the development progress of this unique community.
