Biographical Sketch:
Mr. Mitchell is a Program Manager in Shaw’s Stoughton, Massachusetts office. His programs focus on infrastructure protection, compliance and auditing, environmental assessment, and construction. He has over twenty years as a project manager and technical lead in environmental assessment, remedial design and construction, site closure and homeland security. Highlights of his program management experience include a $30 million PCB river sediment clean-up. This project quadrupled in scope due to extreme changes in site conditions and unexpected contamination. Mr. Mitchell successfully managed the project to closure. Mr. Mitchell is also a member of Shaw’s Emergency Response Team. His experience with incident command, mass care sheltering, and public involvement/outreach are a critical aspect to a successful program. As a technical expert he provides threat-based vulnerability assessments; process and risk evaluations; and audits, counter-measure recommendations, and security training for federal, state, and private industry. Mr. Mitchell is trained in Sandia National Laboratories’ Risk Assessment Methodology for Water (RAM-WTM), and he also provides risk evaluations under multiple regulations including DOT, EPA, US Coast Guard, and Homeland Security (Chemical Facility Anti-Terrorism Standards). Mr. Mitchell is a Certified Hazardous Materials Manager (CHMM). A leader in this discipline, he has served as a President, Vice President, and Secretary of the Alliance of Hazardous Materials Professionals (AHMP, formerly ACHMM). He was the recipient of AHMP’s highest member recognition, Pete Cook Founders Award in 2011. Mr. Mitchell also shares his expertise with his community. He is the Director of Emergency Operations for the Town of Bridgewater, Massachusetts. He also is the founding member and coordinator for the town’s Community Emergency Response Team (CERT). CERT is a FEMA program that promotes citizen preparedness for emergency events. Since the team’s inception, it has responded to six major disasters, including a flood, a hurricane and two snowstorms and 3 major power outages that impacted approximately 100,000 homes in the region and many other events including a Presidential visit.
