Biographical Sketch: Gail Kulisch, CHMM, CAPT USCG (ret.) is a TYPE 1 Incident Commander and has over 28 years in environmental and hazardous materials response operations, incident management, disaster preparedness, and homeland security. She served key leadership roles in several national-level responses and most recently led all Coast Guard Deployable Specialized Forces.
